Time itself is created by pulses, it becomes visible by photons.

Dynamics is frequency and therefore density of pulses within a specific phase or timespan.
Motion pictures are usually shot at 24 frames per second which is enough to trick the human eye. Photography freezes action to one single frame, one image.
Based on our life experience and on cultural references like other photographs, paintings, sculptures - we can still feel the dynamics, even when it's frozen.

There is a huge difference between capturing dynamics and capturing static states.
Photography itself is static medium.
That's why long-time exposures of landscapes are that popular.

Hello to Mr. Steve Huff

Life is dynamics.
Documenting life means understanding and capturing dynamics.

And yet...
Dynamic systems such as film structures need static phases with little dynamics.
Balance is principle of dynamic equilibrium which means dynamics followed by balancing. Dynamics followed by balancing. Dynamics followed by balancing...

Dynamic equilibrium is not defined by a stopwatch or by simply comparing quantity.
In a motion picture, one cannot edit a dynamic scene of 60 seconds followed by a calm scene of 40 seconds to achieve perfect harmony.
Balance is dependent on the potentials involved.
That's what film editors call rhythm. Painters, musicians and other artists know those patterns, too.
